Online published on 24 December, 2019. Abstract Introduction Mental Retardation (MR) is one of the most common issues in society, which is frequently reported with behavioural abnormalities. Sub-average intellectual ability equivalent or less than an IQ of 70 that is accompanied by significant deficits for independent physical and mental activity. Which may occur from the birth or at the infancy stage and manifest especially by delayed or abnormal development of leaning and also in social adjustment. Consanguineous marriage may lead to immature babies in their vital activity. Case Report A Case study is obtained from a 40 years male patient who was mentally retarded from birth. He was the first child for their parents whose marriage was consanguineous. The patient was born through assisted vaginal delivery using a vacuum extractor. After birth, the child didn't cry immediately. After some time the child screamed with the help of the staff nurse. A child had developmental delay compared to healthy kids in speech, physical and food activity. There was no breastfeeding for the baby from birth. Conclusion The patient was mentally disabled since birth may occur due to forceful delivery by vacuum extractor may be due to the consanguineous marriage of patient's parents.
