Abstract Education has a fundamental role to play in personal and social development and is an indispensable asset for handling the various challenges that the future holds in store for humankind. In India, the vision of education was contained in Article 45 of the Constitution, which states, “the State shall endeavor to provide within a period of ten years from the commencement of this Constitution for free and compulsory education for all children until they complete the age of fourteen years”. The introduction and successful implementation of SSA for few states had a considerable impact over basic issues in the education in both rural and urban regions of India. However, this attempt is to understand the education scenario of Jammu & Kashmir (J&K) after inception of SSA, role of district administration in implementation of SSA and status and level of participation of the community in the implementation of SSA Top Keywords Education for All, SSA Administrative Structures in States, Sarva Shiksha Abhiyan (SSA), Primary Education, Out of School Students.
