A Site Selection Scheme for Emergency Network Deployment: A metro city perspective

Abstract

Disasters cannot be stopped but their effects can be reduced through proper monitoring and issuing an alert before they happen. There are various tools designed to help in disaster management but despite of these tools, communication become quite difficult during disaster. In addition, the available networks to monitor disasters have high cost. This is the reason, it is very important to pinpoint the place where the network must be deployed for providing high benefits without risk. This paper presents a scheme to deploy a network by considering all the sudden occurring risks, and measuring the risk parameters including their vulnerability. Vulnerability Assessment is done by threats system matrix, probability-impact matrix and risk assessment model without manageability. Overall, the proposed scheme helps to deploy a cost effective emergency network.
