Effective Transformational Change Required Enhanced Learning Process: Agree or Disagree?

Abstract

To cope with the dynamic environment, organisation must encourage learning to develop competence and standard of employees. The primary aim of the paper is to investigate the practical implication of learning organisation in a public setting. A qualitative analysis of literatures relevant in the field has been provided to develop theoretical underpinning and to demonstrate practical limitations. Managing at the Top-2 programme, which is taken as a case study, concluded that learning organisation is unrealistic in public service sector in Bangladesh due to lack of comprehension, resistance, lack of self-determination and flexibility and lack of shared understanding and inclusive learning.
