Abstract Web services grant a standard means of communication between software applications computing on a different platforms and frameworks. Service-oriented communication (SOC) is a new evolution in the industry to activate the interaction between web services and SOA. SOC is implemented to provide communication as a service in service oriented architecture to accommodate communication in business application. The issue faced is finding the needed service to build the system directly depending on collection of service is crucial process. Therefore customer satisfaction is reduced in web service. To overcome the issue this paper introduces a semantic based clustering the consumers with appropriate recommendation according to the cluster group of consumers. This concept organizes and mines the services by analyzing the similar consumers accessing that are used in the UDDI (Universal Description, Discovery, and Integration) registry. Every employment process has their unique ID called UUID (Universally Unique Identifiers) which contains details of the organization, including contact details, industry classification; business identity's and number of services contributed. Semantic cluster is implemented to group similar business services registered in UDDI registry. This approach could reduce the new search matching range or search space and provides consumer with the services which meet their interest.
