Procurement and Cost Analyses of Kendu Leaf Trade in Odisha

Abstract

The objectives of the paper are to analyze the Kendu Leaf price policy in Odisha, India. The underlying motivation is an understanding that current policies result in leakages and revenues losses to the state and reduce the welfare of tribal communities. The study is based on secondary data collected from reports of the Tribal Development Cooperative Corporation(TDCC), Department of Forest, Govt. of Orissa, Reports of Tribal Research centre, Bhubaneswar. Out of 120 NTFPs, the study in this paper focuses on most important and commercially viable nationalized NTFPs, namely Kendu Leaf. The price analyses is based on examining the historical trend of administered procurement and sale prices of NTFPs for 37 years from 1973 to 2010 with five yearly averages. The procurement price of Kendu leaf is not revised every year by the Government of Odisha. Procurement price is 16% of sale price of Kendu leaf in Odisha. It implies that the primary collectors (Mostly tribes) gets very low price for kendu leaf collection.
