Institutional reforms of irrigation under different sources -A study of Andhra Pradesh Dr. Kothakalla Radha Rani Research Scholar, University College of Commerce & Business Management, Osmania University Hyderabad, Andhra Pradesh, India Online published on 4 September, 2013. Abstract Andhra Pradesh has a huge stock of canal irrigation systems that suffer from poor maintenance and reduced performance. The roots of the maintenance problems are structural and relate to perverse incentive structures and poor management. In 1997, the state of Andhra Pradesh initiated a bold experiment aimed at restructuring irrigation operation and maintenance (O&M) across the state. The new irrigation law was passed and 10,000 water user associations (WUAs) created. WUA received control over a portion of the maintenance budget and power to prioritize and supervise small-scale maintenance work sin their areas. These steps changed radically the service relationships and governance mechanisms which control maintenance service provision. According to one evaluation, the changes resulted in a significant expansion in irrigated area, reduced flooding losses and an earlier cropping calendar as a result of improved drainage, and higher paddy yields. However, Major and lift irrigation sources are higher levels of fixed costs and Minor and medium sources are having higher levels of variable costs as cash expenditure. At gross returns level, which explains the productivity per acre is highest in medium and minor sources. At farm business income level verification the major and lift irrigation sources are higher levels in comparison with medium and minor sources. So there is a Need for effective institutional mechanisms for the user participation under different sources of irrigation.
