Risk Analysis and Risk Sharing in Tunnelling Works for Metro Rail Projects

Abstract

In this paper the major problem encountered during tunnelling for Bangalore Metro Rail Project Phase-II in the form of cutter head interventions while facing mixed soil conditions are elaborated. Tunnelling in mixed soil conditions warrants cutter head interventions at very short interval. Presence of boulders with higher strength and of size lesser than diameter of the cutter head cause damage to cutting tools. As location and number of such interventions cannot be predicted, cost of tunnelling cannot be arrived accurately by the employer as well as by the tenderer. If such cost can be paid based on actual number of interventions/cutting tools consumed, the employer can share with the contractor risk involved during tunnelling due to mixed soil conditions. The paper calls for a need to add such conditions in tunnelling contracts.
