Abstract Solutions to strengthen the linkage between the main actors of AKIS have been increasingly sought and are being embedded into national and international policy. This study investigates the conditions, action strategies, and consequences of strengthening the linkage between actors of AKIS. Eight main areas were identified from a Grounded Theory Analysis of the literature. “Proper Social Capital” as an intervening factor and “Capacity Building in Human Resources” were found to be the console conditions influencing the strengthening of the linkage between the actors of AKIS. The identified contextual factors were: “Infrastructure & Enabling Environments”, “Active Actors”, “Flexible & Efficient Structure”, “Continuous Monitoring & Evaluation”, and “Transparent Vision & Mission”, as the action strategies for strengthening the linkage between actors of AKIS. Finally, the consequence of strengthening linkage was “socio-economic achievements synergistic”.
