M.**, Senior Scientist *Muslim Girls Degree College, Bulandshahr, Uttar Pradesh **Division of Agricultural Extension, IARI, New Delhi Abstract Information and communication technologies (ICTs) projects have adequately proved the potential of harnessing ICTs for rural development. Mission 2007 envisages to create village knowledge centres in every village of India and aims at creating one lakh centres by August 2007. It appears to be an achievable target but the odds are heavy. A study conducted in Sitapur district of Uttar Pradesh attempted to discuss the social, technical, political and administrative constraints that came in the way of achieving effectiveness of Lokvani ICT project.
