Online published on 16 December, 2014. Abstract Entrepreneurship symbol of efforts and success, and entrepreneurs are the main players in the economic development of modern societies. Todays, entrepreneurial culture considered as a part and subcultures in developed societies. Countries through emphasis on developing and institutionalizing this form of culture, seeks to creating the appropriate context for operate effectively, entrepreneurs and entrepreneurial companies are based on science and technology, to be able to take steps in the direction of national development. Entrepreneurial culture in line with the chain "idea to wealth," or the process of transforming knowledge and technology in the society through the product or service, facilitate and accelerate the process of national development. In our country, especially in the current situation, providing innovative businesses by individuals is essential to achieve economic development and prosperity of national production. In this paper, the factors affecting the development of an entrepreneurial culture and the functions of each are presented in order of effectiveness, institutionalizing a culture process entrepreneurship according to the needs of our society and its impact on the intensification tendency to start innovative businesses described.
