Abstract A big concern of managers in Iranian organizations is how to execute the general policies and guidelines such as the policy of productivity promotion within organizations. In today's environment of organizations, the traditional approaches to management are no longer effective. One way to meet this challenge is to use modern management tools. Thus, an extensive upstream documentation was made in order to develop a comprehensive model of productivity. This documentation accompanied by interviews with some experts helped us identify 21 main factors of productivity, analyze them using the interpretive Structural Modeling Technique, and finally find about the interactions among the factors. The variables in the present research have been placed at ten levels. At the highest level lies "data integration", which acts as the building block of the model and paves the way for extending the preconditions of human resource productivity at the next levels by supplying the information needed for "the executive managers’ responsibility for their performance" as well as "appreciation of the top executive units". This model presents managers with an insight that can help them in strategic planning for productivity improvement.
