Online published on 12 June, 2014. Abstract Strategy is defined as the way which shows how the organization achieves its vision, mission, values and goals. It is possible to consider three levels of strategy; corporate strategy, business strategy and functional strategy. One of the functional strategies in organizations, especially ministries which have subscribers, is subscriber/subscribers’ strategy. Although it is essential to develop strategy for progress of organization's goals, what seems to be even more important is the coordination organizational elements and different strategies. Strategic reference points pattern as a coordination pattern have certain dimensions, each dimension is influenced by some factors. The present study seeks to identify the behavioral affective factors on the strategies of subscribers of ministry of energy and location finding of strategic status of subscribers’ affairs of ministry of energy.
