Abstract Purpose This research paper addresses the gap in the conceptual framework of Human Capital Development for the twenty-first century. It tries to arrive at conclusions regarding the measurement of incentives due to Human Capital Investment made by nations both at the short run and long run Bridging the gap in human capital requirement between the current and future is a challenge which needs to be addressed starting from nations to organizations and finally by individuals. The paper also discusses the role of education in the twenty-first century and the challenges the sector needs to address to make human capital development focused and productive, above all sustainable in a global perspective. Originality/Value The findings contribute to the existing research scenario by providing important insights with respect to the existing researches and current trends in the area of planning and development of education for the twenty-first century. Limitation This work has developed a framework for continuous evaluation and development of human capital. However the factors used in the study for measuring human capital should be applied depending upon the category of the institution and employees as a whole. The prevailing environmental factors also should be taken care while measuring the impact of these factors. Operational framework developed in the current research work for human capital is based on expert opinion and literature review. The scope for further research could be about finalizing this framework by testing it in different groups and in geographic regions.
