Abstract Infrastructural projects in the country as infrastructure development and economic progress of the country. According to the local resources in developing countries generally meet the administrative costs of infrastructure projects, particularly in the oil and gas sector is not, therefore, the countries have directing their attention to the financing of the projects have foreign capital. Therefore, in recent years in order to develop the project development and policy of foreign investment in the oil and gas sector has been welcomed they desired parameters of mathematical and statistical methods, and the weighting factor assigned to the variables, and finally, through questionnaires and expert opinions of experts (project implementers, consultants, contractors long list of Iranian Oil pipeline and telecommunication company) obtaining and using AHP technique have priority risks. Results indicate that the sector indices, respectively, the risks of economic, political, financial, and regulatory effects, risks were high and the sub-indicators of inflation, exchange rate fluctuations, currency exchange and transfer of experiences of local contractors, technical and financial evaluation Contractors bidding, no assurance import restrictions on foreign investment are high impact.
