Abstract Because of the importance of milk and dairy products in nutrition and health, production and consumption of these products are considered to be the country's policy makers and planners. Milk and dairy products, including advertising investment policy of the Plan that was developed in order to increase milk consumption was considered. Given the importance of this research is to increase exports of dairy products Factors province to comprehensively identify and then prioritize. After evaluating existing methods and techniques to achieve a response, AHP method was selected as the most appropriate method. For determining factor analysis, hierarchical, matrix consists of a comparison and contrast adjustment using the formula for determining the rate of adaptation, adjustment range for all comparisons, the results confirmed was calculated by paired comparisons the adjustment is appropriate. The final results of the main priorities of each other, indicating that the fields related to financial issues related areas of production, productivity-related areas, and areas associated with distribution, transportation and related areas of international trade International dairy products are the degree of priority. And five factors in order to reduce the rate of granted facilities to produce lower cost products reduce volatility in the prices of raw materials, replacing old machines with advanced machinery and currency and banking laws and regulations for export dairy products are the province.
