Pattern of Public Expenditure and its Impact on Social and Human Development in Manipur

Abstract

With bulk of the responsibilities pertaining to expenditure on social sectors placed in the domain of the state governments, it is widely recognized that the level of social sector expenditure has important implications for the level of human development and long term prospects of the economy. The issue of positive or negative impact of public expenditure in achieving the macro economic objectives has been frequently discussed. A question that is frequently raised in connection with public expenditure is whether the government has been effective in achieving a positive impact on social and human development in the state. Therefore, in this study, an attempt is made to evaluate of these public expenditure on human and development.
