A comparative study of public management theories through the results of applied research in Agricultural Bank in Guilan Rajabi-Bakhshandeh Ahmadreza Master of Public Management, Islamic Azad University, Qazvin, Iran Abstract Changes in internal and external environments of organizations are so fast, complicated, multilateral, and inclusive that organizations nowadays are not able to survive, grow, and develop without prediction, true planning, and applying right strategy. In new era, organizations in all levels are facing the great challenge of compatibility with dynamic environment and the new age will be as an outlet for the organizations which make use of unique capabilities so that they could stay in the course of market competition. In this regard, state institutions which are active in competitive environment are facing additional pressure. On the one hand, business pressure in the competitive environment makes them apply some changes and be consistent with market changes trend, and on the other hand they are dealing with substantive considerations which have forced them to solve structural problems that the rivals are naturally free from in the environment. In this article, using the findings of an applied research on provincial management of one of the state banks of Iran entitled “identifying the factors that affect outsourcing line operations in agricultural bank branches” it has been tried to make an adaptive comparison between the factors preventing the desired goal (outsourcing line operations) and public management theories.
