From Farm Security to Farmer Sovereignty: Adoption of Weather Based Crop Insurance as an Antidote to Climate Variability

Abstract

The study has assessed the performance and impact of Weather Based Crop Insurance Scheme (WBCIS) in Tamil Nadu. The primary data for the study were collected from the 60 insurance adopter and 30 non-adopter farmers in the Virudhunagar district of Tamil Nadu during the agricultural year 2011–12 using the structured schedule and secondary data were collected from various published sources for the period kharif 2008 to rabi 2011–12. The cost and returns, treatment effect models and technical efficiency models have been used to study the impact of WBCIS. The study has indicated that the percentage of benefited farmers covered under WBCIS depicted a decreasing trend and wide year-to-year fluctuations were seen in the number of farmers covered under WBCIS and settled claims. The factors like access to credit, age and education have depicted a significant influence on the adoption of WBCIS. The lack of awareness among farmers about the scheme was the major constraint in adoption of crop insurance scheme. The study has suggested that awareness about insurance scheme should be generated widely for farm security and farmer sovereignty in the state.
