Abstract The present study has evaluated the risks, seed delivery system, profitability and seed production problems in the Union Territory of Puducherry. According to this study, the seed delivery system is quite efficient as more than 90 per cent farmers are satisfied with the existing system. It is observed that some seed growers had withdrawn from the seed production programme during the initial stage due to non-availability of seeds, poor rain fall, poor germination, grazing and admixture. During the final stage of production, farmers had to face the risk of rejection due to the presence of other distinguishable varieties and germination failures. The late payment by the purchasing agency, late release of subsidy, timely non-availability of seeds, lack of technical guidance and delay in processing were the major problems faced by the seed growers. The major weakness of the seed certification programme was non-availability of storage facilities at the processing units. The study has suggested that seed growers should be trained on adoption of crop-specific techniques, prescribed moisture maintenance and cleaning before bringing the seeds to the processing unit. New storage and related infrastructural facilities need to be created in the processing units by taking into account the demand and production of certified seeds in future.
