There are certain common services like education, health, transport, electricity and the like, which are essential for all. However, a category of services like weather forecasting, maintenance of land records, agriculture related information and similar such are necessary for the rural people. These calls for a different approach for a section of society who would like these services are accessible, available, and affordable at the doorsteps. Since one of the foremost responsibilities of the government is to deliver them, it is a perennial problem of how to do it. With the presence and usage of ICT, there is an alternative. Nevertheless, the most important question is what, why, where and how this can be applied in rural India for the benefits of a large section of society. The ultimate aim of this being empowerment and citizen-centric governance. Keeping this in view, the theme of this paper is to assess the extent of application of ICT as an important tool in providing services to the rural population.
