After all, in the process of controlling the implementation and enforcement of laws, the need to improve them or adopt new laws is determined. "Unfortunately, -the President of Uzbekistan Sh. Mirziyoyev noted - at the moment, the impact of laws on the effectiveness of reforms is quite noticeable. Their role in the direct regulation of social relations remains low"[1]. Elimination of these shortcomings sets the task of ensuring the implementation of laws in places, as well as further the control of the parliament and the public, including territorial communities.
